Applicable Fees. 5.1 Contractor shall not charge any patients or third-party payers any fee for service unless directed to do so by the Local Mental Health Director at the time the patient is referred for services. When directed to charge for services, Contractor shall use the uniform billing and collection guidelines prescribed by the State Department of Health Care Services. Full published charges shall approximate estimated actual cost and shall not be less than the Contract rate as stated in Exhibit “B” of this Contract.
