Aims and Purpose of the Agreement. The purpose of this agreement is to set out rationale and justification for charging fees above £6165 at RNN Group above the basic fee level. This agreement also explains the methods of evaluation of impact of, improvements in the educational outcomes of students from a variety of backgrounds and groups who have not traditionally participated in Higher Education. This Access Agreement relates to the setting of fees for UK students entering Higher Education programmes at RNN Group, including Rotherham College, North Notts College, and Dearne Valley College for 2018-19. The Access Agreement outlines the College’s continuing commitment to widening access by providing equal opportunity for students to participate in education and succeed. The College continues to focus on the strategic aims of the National Strategy for Access and Student Success in Higher Education, driving forward change, which focuses on the student lifecycle, from access, retention, student success and progression to further study or to/within employment. This agreement has been completed in consultation with the Higher Education study body at RNN Group. The monitoring of access agreements and milestones will continue to have student representation.

Aims and Purpose of the Agreement. The original agreement was prepared following the dissolution of the Humber HE Consortium and East Riding College receiving direct HEFCE funding from the commencement of the 2007/08 academic year. The agreement was subsequently revised in preparation for academic year 2011/12. The agreement is based on East Riding College’s HE Strategy 2009-12 outlined in the introduction section and the aims of the agreement are: To enable the college to invest in marketing strategies which will increase participation in HE within the East Yorkshire region To provide financial support for learners entering Higher Education with the purpose of increasing participation, retention and achievement with an emphasis on attracting under represented groups into Higher Education. To enable the College to invest in resources, specifically to enhance the quality of the learning experience of HE Learners. Fee Levels For the academic year 2011/12 East Riding College will charge £2,500 per academic year for students enrolled on to full-time Foundation Degrees. The fee will apply for the duration of the course and will be subject to an annual increase in line with inflation. Additional fee income to be spent on access measures The College will direct additional revenue obtained from increased fees to support higher education in the ways outlined in the various sections of this agreement. These include: Bursary provision Marketing strategies to promote higher education Investment in resources for H.E. learners Funding outreach activities Information events and materials In house events to encourage progression to H.E. from College F.E. learners Bursaries East Riding Colleges’ strategy for awarding bursaries is aimed at ensuring that wherever possible potential learners are not prevented from entering Higher Education because of financial constraints. It is intended to use the bursary strategy to maximise support for those from economically disadvantaged backgrounds. It is also the intention of the College to support those progressing from our own level three courses particularly to encourage learners who, because of financial constraints and family circumstances may not otherwise be able to travel to more distant Higher Education Institutions. Bursary support will be available for the following categories and at the following levels:

The agreement was originally based upon the College Mission and Strategic Plan for the period 2005-8, which outlined a clear commitment to widening and increasing participation in Higher Education in Hull and in Yorkshire and the Humber. The aims of the agreement are: To provide a financial support package for students entering higher education, making it easier for them to meet the initial costs of study. To enable the college to invest in resources which will enhance the quality of the learning experience. The percentage of 18 year olds entering Higher Education in Yorkshire and the Humber when this agreement was entered was only 18%, which along with the North East, was the lowest in the country. The percentage of those in the 19+ age group entering HE was 8%, only 2% higher than in the North East, placing Hull within the area of the second lowest national participation rate for England across all age groups. This agreement aims to widen participation in Higher Education by creating HE opportunities which raise aspirations, promote progression from FE and address financial barriers. Hull College Higher Education Strategy is based upon its proven capacity to deliver high quality vocational education at levels two and three, using Centres of Vocational Excellence as a platform for the development of vocational higher education. The strategy aims to deliver growth and increase participation through directly funded HEFCE places in areas highlighted as regional priorities, and where there are skills gaps and needs for higher level vocational skills. Growth of Higher Education at Hull College in the period 2002-7 has been achieved largely through the development of Foundation Degree, BA and PGCE programmes, in partnership with Hull, Huddersfield, Lincoln and Leeds Metropolitan Universities, and as a member of Yorkshire and Humber East Lifelong Learning Network. Hull College will direct the additional income generated from tuition fees to promote participation in higher level vocational courses.
