About the ABPs. At the time of the research, Warwickshire County Council funded four ABPs (North, South, Central and East) covering all 35 of its secondary schools. Since the decommissioning of the Pupil Re-Integration Unit (PRU) in 20124, following an ‘inadequate’ grading by Ofsted inspectors in June 2010, the secondary ABPs received devolved funding (c. £2.4 million per annum) from the Dedicated Schools Grant previously used for the PRU. This had been invested in three main strategies:  Early intervention in schools – e.g. investment in Learning Support Units  Managed moves – providing a fresh start in mainstream education  Alternative Provision – part- or full-time placements selected from Warwickshire’s list of approved providers Through a Partnership Agreement5 with the local authority (LA), each ABP was accountable for the outcomes of students supported by devolved funding. Up until the end of 2013-14, the LA collected and analysed data on one key outcome: the numbers of permanent and fixed term exclusions from school. Based on data made available by Warwickshire County Council, this outcome indicator showed positive results. Since the inception of the ABP model in 2011-12, exclusions (both permanent and fixed term) had reduced markedly, with a particularly noticeable reduction in the numbers of excluded pupils with special educational needs (SEN) but without a statement of SEN. It is interesting that, whilst numbers of permanent exclusions had reduced markedly (e.g. 23 in 2009-10 v. 9 in 2012-13), the most frequent reason for using this ultimate sanction remained constant as ‘persistent disruptive behaviour’. From September 2014, the LA had agreed with the ABPs that a broader set of data should be collected and collated on all pupils supported by the ABP funding. These data include attendance, exclusions, qualifications, and planned or actual progression route.
