The Quality. System should be structured according to the size and complexity of the organisation to be monitored.
The Quality. Manager is responsible for the function of the Quality System and requesting corrective actions.
The Quality. Manager should:
a. Have direct access to the Accountable Manager;
b. Have access to all parts of the FSTD operator’s and, as necessary, any sub-contractor’s organisation.
The Quality. Manager should receive appropriate Quality System training and brief other personnel on the procedures.
The Quality. System should enable the BITD operator to monitor compliance with JAR-FSTD A, and any other standards specified by that BITD operator to ensure correct maintenance and performance of the device.
The Quality. Manager should be responsible for ensuring that the Quality Assurance Programme is properly established, implemented and maintained.
The Quality. Manager should:
a. Verify that corrective action is taken by the manager responsible in response to any finding of non- compliance.
b. Verify that corrective action includes the elements outlined in paragraph 4.8.4 above.
c. Monitor the implementation and completion of corrective action.
d. Provide management with an independent assessment of corrective action, implementation and completion.
e. Evaluate the effectiveness of corrective action through the follow-up process.
The Quality. System should enable the FSTD operator to monitor compliance with JAR– FSTD A, and any other standards specified by that FSTD operator, or the Authority, to ensure correct maintenance and performance of the device.
