As I have said, down the track there may well be other ways of doing this, rather than have a state agreement act to allow it to happen. The Oakajee line will probably link up with the state system in the future. But even if that is not the case initially, it will be built by the private sector, and upon completion it will be provided to the state, and the state will then lease back the line to the companies to use.
