Wholesale provider definition

Wholesale provider means a person, firm, partnership, corporation, or other entity that provides a resale or local wholesale basic local exchange service product to a provider.
Wholesale provider means any person or entity that sells electricity at wholesale to another wholesale provider or to a retail supplier.
