USTRA-Tenant definition

USTRA-Tenant means a Residential Tenant, not a Customer, whose Dwelling Unit had water/sewer service at the time of rental, and who would be adversely affected by a shut off of service. An individual is not a USTRA-Tenant if he or she is or has agreed under the rental agreement to be a Customer or if he or she took possession of the Dwelling Unit when it was without water/sewer service. “USTRA” refers to the Utility Service Tenants Rights Act, 68 Pa. S.A. §§ 399.1 – 399.18.
