The "Inspecting Officer" means the person, or organisation specified in the contract for the purpose of inspection of stores of work under the contract and includes his/their authorised representative.
The Inspecting Officer shall either of his own or on a complaint received by him carry out investigations, and send a report to the Engineer-In-charge specifying the amounts representing worker’s dues and amount of penalty to be imposed on the Contractor for breach of these Regulations, that have to be recovered from the Contractor, indicating full details of the recoveries proposed and the reasons therefore.

The Inspecting Officer shall have full and free access at any time during the execution of the contract to the contractors work for the purpose aforesaid, and he may require the contractor to make arrangements for inspection of the stores or any part thereof or any material at his premises or at any other place specified by the Inspection Officer.
