In avoiding, minimizing or mitigating adverse effects to historic properties from the GWD Project, or any facility or segment thereof, BLM, in consultation with SHPO, and in coordination with any Indian tribe that attaches religious and cultural significance to the adversely affected historic property and other consulting parties, shall determine the nature of effects to such properties.
Effects on a historic property which result from the incremental impact of an undertaking, such as the GWD Project, when added to other past, present, and reasonably foreseeable future actions regardless of what agency (federal or non-federal) or person undertakes such other actions.
