In D.06-12-019, the Commission determined that SDG&E’s annual TCBA review should be included as part of the annual ERRA compliance review.
The ERRA compliance review is the appropriate forum to review the TCBA because the costs that are recovered in the TCBA generally relate to the above-market portion of certain QF and purchase power costs eligible for recovery under Assembly Bill (“AB”) 1890.
Specifically, the TCBA records the eligible above- market power costs and the revenues received from SDG&E’s Competition Transition Charge (“CTC”) rate.
