TARGETED ALLOCATION. MEANS A FIXED AMOUNT OF FUNDS FROM A CAPPED ALLOCATION TO A GROUP OF COUNTIES THAT IS DESIGNATED FOR A SPECIFIC COUNTY WITHIN THAT GROUP OF COUNTIES.
