• The owner of the property or any subdivided portion thereof, or any person who has an interest therein, shall not be entitled to alienate or transfer the property without the prior written consent of the Association and the issue of a clearance certificate that all amounts owing to the Association and Sub-Association by the owner, have been paid in full and that the Sub-Member/Occupant is not in breach of the Constitution which consent will not be unreasonably withheld.
