From and after the Completion and Commissioning of the Purchaser Interconnection Facilities, the Purchaser shall, to the extent necessary to carry out testing of the Complex including Commissioning Tests, transport to the Complex electrical energy for start-ups subject to availabilityin accordance with the schedules provided to the Purchaser Pursuant to Clause 6.2 and Clause 10.2. In the absence of the Start-Up Energy, the Seller is obliged to deploy a Black Start procedures.
