Specialized Operator definition

Specialized Operator means an entity that meets the eligibility criteria specified in the Operational Manual, including, inter alia, being a public or private, commercially independent entity that has full responsibility for managing the water supply and sanitation service infrastructure, including final disposal of solid waste, of one or more municipalities, including, inter alia, for tariff setting, billing and collection, and the provision of services.
