Space charter agreement means an agreement between ocean common car- riers whereby a carrier (or carriers) agrees to provide vessel space for use by another carrier (or carriers) in ex- change for compensation or services. The arrangement may include arrange- ments for equipment interchange and receipt/delivery of cargo, but may not include capacity rationalization as de- fined in this subpart.
