Skilled definition

Skilled means a worker with a high level of technical expertise accumulated over a number of years (but not a member of a recognised 'profession'). A skilled worker may have attended a Technical College or learned their skill via a formal apprenticeship or on-the-job over a number of years. Includes: electricians, scaffolders, welders, crafts, business admin, personnel assistants, computer programmers, equipment and machinery operators.
Skilled means work requiring judgment to determine the machine and manual operations to be performed in order to obtain the proper form, quality or quantity of material to be produced; may require laying out work, estimating quality, determining suitability and quantity of materials, making precise measurements; dealing with people, facts or figures or abstract ideas at a high level of complexity.
Skilled shall equal three (3) points;

  • Using the evaluation rubric, the evaluator will determine the final summative rating for the school counselor: Ineffective, Developing, Skilled or Accomplished.

  • A school counselor with a final summative rating of Skilled will develop a professional growth plan collaboratively with his/her evaluator.

Skilled means assessments, judgments, interventions, and evaluations of interventions requiring the education, training, and experience of a licensed nurse or respiratory therapist. Skilled care includes, but is not limited to:
Skilled counselors may be evaluated once every two (2) school years so long as the metrics of student outcomes for the most recent school year for which data is available, is skilled or higher. In those years that the teacher/counselor is not being formally evaluated, the member shall be formally observed at least once and have at least one conference held per year with his/her evaluator (using the eTPES evaluation and post conference form along with the Student Growth Measures Score/metrics of student outcomes).
