Singularity here means a type of local behaviour of maps between smooth (analytic) spaces; a very simple example is the vanishing of the differential of the map. There is a general local-global principle, which says the global topological properties of (closed) spaces can be read off from local geometric data. Two well-known examples of this phenomenon are: the Gauss-Bonnet theorem, which expresses the Euler characteristic of a manifold from the curvature; and the Poincar´e-Hopf theorem, which expresses the Euler characteristic from the singularities of a vector field on the manifold. Thom polynomials, proposed by Ren´e Thom around 1950, are also a manifestation of this principle; in a sense, they are a generalization of the latter example. The basic observation is that given a singularity (that is, a type of local behaviour), the (co)homological properties of the locus where a map has the given type of behaviour depends only on the homotopy type of the map, and not on the fine details of the map itself. This can be made quantitative: the cohomology class of the locus can be expressed as a polynomial of the characteristic classes of the map; this polynomial is called the Thom polynomial of the singularity.
