Sealers means coatings labeled and formulated for application to a substrate to prevent subsequent coatings from being adsorbed by the substrate, or to prevent harm to subsequent coatings by materials in the substrate.

  • Coating means a material applied onto or impregnated into a substrate for protective, decorative, or functional purposes. Such materials include, but are not limited to, paints, varnishes, sealers, and stains.
