Sandwich Bar means any establishment, commercial or noncommercial, primarily engaged in the preparing, serving, or otherwise making available for consumption only not- cooked foods such as sandwiches and is based on carry out service, such that washing is minimal and does not generate significant FOG that discharges to the POTW.
