Retail Services Agreement means the agreement between the City and a Retailer which sets forth the terms upon which the City provides Retail Access Services to the Retailer and whereby the Retailer agrees to these Terms and Conditions for Retail Access Services and the associated Rate Schedule and Schedule of Fees.
