Responsive Bidder, Proposer or Offeror means a Person who submits a Bid or Offer which conforms in all material respects to the Invitation for Bids or Request for Proposals.

Request for Proposal (RFP means the solicitation document issued by Purchasing to potential vendors for the purchase of equipment, supplies, and/or services as described in the document. The definition includes these Terms and Conditions as well as all Pricing Pages, Exhibits, Attachments, and Addendums thereto.
Request for Proposals or “RFP” means all documents, including those attached or incorporated by reference, used for soliciting proposals.
Proposal / Bid means the technical proposal and the commercial/financial proposal.
Competitive Bid means a bid in terms of a competitive bidding process;
competitive bidding process means a competitive bidding process referred to in paragraph 12 (1) (d) of this Policy;
Bidder/Bidding Company means Bidding Company submitting the Bid. Any reference to the Bidder includes Bidding Company / including its successors, executors and permitted assigns as the context may require;
Tenderer/Bidder means the firm or Company (hereinafter called Tenderer/ Bidder) who duly submits the tender after accepting all the terms & conditions of the tender document.
Non-responsive Bid means a bid, which is not submitted as per the instructions to the bidders or Earnest Money Deposit has not been attached, or the required data has not been provided with the Bid or intentional errors have been committed in the Bid.
Responsive Offeror means the Offeror who submits a Proposal that conforms in all material respects to this Request for Proposals, Instruction to Offerors and the Plans and Specifications which are incorporated herein by this reference.
Transaction Proposal has the meaning specified in Section 8.02(c).
Proposal means the Technical Proposal and the Financial Proposal.
Competitive Bid Quote Request means the notice, in substantially the form of Exhibit B hereto, to be delivered by the Borrower in accordance with Section 2.03 in requesting Competitive Bid Quotes.
Alternative Bid means a response to a bid that does not meet the exact requirements of the specification but offers an alternative for consideration. An alternative bid is submitted with an intentional variation to a provision, specification, term or condition of the solicitation. This alternative, in the opinion of the bidder, achieves the same end result. Alternative bids may be rejected as non-responsive.
Competitive Bid Accept/Reject Letter means a notification made by a Borrower pursuant to Section 2.03(d) in the form of Exhibit A-4.
Transaction Proposals has the meaning specified in Section 8.2(b).
The Bidder means the individual or firm who participates in this tender and submits its bid.
Alternative Proposal has the meaning set forth in Section 6.2(b).
Responsive Offer or means an offer which conforms in all material respects to the requirements set forth in the request for proposals. Material respects of a request for proposals include, but are not limited to price, quality, quantity or delivery requirements.
