QoE means quality of experience.

SAIC means the State Administration for Industry and Commerce of the PRC and/or its regional and local counterparts.

TMDL means the total maximum daily load limitation of a parameter, representing the estimated assimilative capacity for a water body before other designated uses are adversely affected.
