Pseudoephedrine product means a material, com- pound, mixture, or preparation containing any quantity of pseudo- ephedrine or any of its salts, isomers, or salts of isomers but does not include such a product if any of the following applies:

PRODUCT PACKAGING THAT LISTS EPHEDRINE, PSEUDOEPHEDRINE, NORPSEUDOEPHEDRINE, OR PHENYLPROPANOLAMINE AS AN ACTIVE INGREDIENT SHALL CONSTITUTE PRIMA FACIE EVIDENCE THAT THE PRODUCT IS A PSEUDOEPHEDRINE PRODUCT.
