Provider sponsored network or “PSN” means an entity that satisfies the definition of aMedicaid managed care organization” set forth in 42 U.S.C. §1396b(m)(1)(A), is controlled by one or more FQHCs, and provides or otherwise makes available health care services solely to Medicaid beneficiaries pursuant to contract with the Secretary executed in accordance with W. Va. Code §16-2L-1 et seq.
