proposed law definition
proposed law means a bill initiated by National Assembly members, and a „draft law“ by the government. Under Art. 10 all proposed laws and draft laws are expected to go through the Ministry of Justice to the SCM for advisory opinions. There is a question as to whether opinions on the proposed or draft laws given by the SCM are binding or just commentary.
