The Borrower and the Association hereby agree that the obligations set forth in Sections 9.03, 9.04, 9.05, 9.06, 9.07 and 9.08 of the General Conditions (relating to insurance, use of goods and services, plans and schedules, records and reports, maintenance and land acquisition, respectively) shall be carried out by the Project Provinces pursuant to Section 2.03 of the Project Agreement.
The following is specified as an additional matter, within the meaning of Section 12.02(c) of the General Conditions, to be included in the opinion or opinions to be furnished to the Bank, namely, that the Implementation Agreement with each of the Project Provinces referred to in Section 6.01(a) of this Agreement has been duly authorized or ratified by the Borrower and said Project Province, and is legally binding upon the Borrower and said Project Province in accordance with its terms.
The Borrower shall implement the Project through its Central Directorate for Universal Access to Potable Water and its provincial and regional directorates in the Project Provinces.
The objective of the Project is to assist the Borrower to establish a comprehensive natural disaster risk management framework to enable it to: (i) reduce the vulnerability of the Project Provinces to flood and storm hazards; (ii) increase the efficiency of post-disaster recovery and reconstruction efforts; and (iii) strengthen the capacity of national and local disaster risk management institutions.
Rehabilitation and expansion of existing sewerage systems, including collection networks and treatment plants, and provision of equipment for the maintenance and operation of said systems for about eleven selected small and medium towns in the Project Provinces.
