Primary local exchange carrier definition

Primary local exchange carrier or "PLEC" means a carrier to which a customer has presubscribed for local exchange service.

  • Final Exchange Bulletin means the Exchange Bulletin which is issued following closing of the Qualifying Transaction and the submission of all required documentation and that evidences the final Exchange acceptance of the Qualifying Transaction.
