The population to be served as 2 defined in this Paragraph shall hereinafter be referred to as “PARTICIPANTS” 3 or “FAMILIES."

POPULATION TO BE SERVED. 15 CONTRACTOR shall provide Family Resource Center (FRC) services, as 16 contained in Paragraph 5 of this Exhibit, to: birth, kinship, blended, adoptive, and Resource 17 Families with children, ages birth to eighteen (0-18) years, who are at risk of or are experiencing 18 child abuse and neglect; families who are living in poverty or suffering economic hardship, 19 domestic violence, unemployment, teen pregnancy, and unhealthy parenting; families involved 20 with and/or receiving child welfare services; non-minor dependents ages eighteen (18) to twenty- 21 one (21) years old, who are being served by child welfare or probation agencies and who are under 22 the jurisdiction of the Orange County Juvenile Court; homeless families, unaccompanied homeless 23 youth, and those families at-risk of homelessness; military families; and persons with disabilities.
