Physically Secure means that access is restricted through physical means to authorized individuals only.
Physically helpless means that a person is unconscious or for any other reason is physically unable to communicate unwillingness to an act.

If the technology, support and services being received by the medically fragile children are interrupted or denied, the child may, without immediate health care intervention, experience death.
Physically incapacitated means that a person has a bodily impairment or handicap that substantially limits the person’s ability to resist or flee.
