Personal care assistant services means health related tasks
Personal care assistant services or “PCA” means services identified in the plan of care that assist participants with their activities of daily living (ADLs) and instrumental activities of daily living (IADLs) and/or with health tasks in the home of the participants. ADLs and health tasks shall be performed by a qualified and approved participant- employed provider or, under the supervision of a registered nurse, by a homemaker- home health aide or a personal care assistant who meets the requirements of N.J.A.C. 10:60. This service may include hands on personal care by a qualified individual. This service also may include assistance with meal preparation, grocery shopping, money management, light housework and laundry tasks. A participant shall not receive PCA services while he or she is receiving care or treatment in an acute facility, a subacute facility or a long-term care facility, including but not limited to an assisted living facility, an adult family care home or an assisted living program.
Personal care assistant services means Medicaid services that involve health-related tasks performed by a qualified individual in a beneficiary’s home, under the supervision of a registered professional nurse, as certified by a physician in accordance with a beneficiary's written plan of care and as described in N.J.A.C.10:60-3.3.], a health maintenance organization that contracts with the Division of Medical Assistance and Health Services in the Department of Human Services to provide benefits under a managed care plan to persons who are eligible for Medicaid shall not reduce reimbursement rates for personal care assistant services or home based supportive care services, as those services are defined by regulation or in the contract with the division, under the health maintenance organization's Medicaid managed care plan, unless the health maintenance organization notifies the division, in writing, at least 90 days before the effective date of such changes. Such notice shall be accompanied by written assurance that the reduction will not reduce sufficient provider access or quality of service as required by the contract with the division.2
