patrol services means reactive patrol to respond to residents’ and businesses’ calls for law enforcement services, proactive patrol to prevent and deter criminal activity, traffic patrol to enforce applicable traffic codes, traffic accident investigation, and other lawful law enforcement assignments the City and the Sheriff deems necessary.
