Passenger boardings definition

Passenger boardings means revenue passenger boardings on an aircraft in service in air commerce, whether or not in scheduled service, and includes passengers who continue on an aircraft in international flight that stops at an airport in the 50 States for a non-traffic purpose, such as refueling or aircraft maintenance, rather than passenger activity.
Passenger boardings means, unless the context indicates otherwise, revenue passenger boardings in the United State in the prior calendar year on an aircraft in service in air commerce and includes passengers who continue on an aircraft in international flight that stops at an airport in the 48 contiguous states, Alaska, or Hawaii for a nontraffic purpose. 49 U.S.C. 47102(15).
