Participating state agency means the Department of Corrections, the Depart- ment of Human Services, the Oregon Health Authority, the Department of Education, the Oregon Criminal Justice Commission, the Oregon State Police, the Oregon Youth Au- thority or any other state agency that is ap- proved by the Alcohol and Drug Policy Commission to license, contract for, provide or coordinate alcohol or drug abuse pre- vention or treatment services.
