Parroting definition
Parroting of the Technical requirements, or the PWS, with a statement of intent to perform does not reflect understanding of the requirement or capability to perform. Proposals must include sufficient detail to permit a complete and accurate evaluation of each. Proprietary information shall be clearly marked.
