parking attendant means a person authorised by or on behalf of the Council to supervise any Parking Place;
parking attendant means the person or persons duly authorised in writing in that behalf (from time to time) by the Council of the Borough of Harrogate;

parking attendant means a person employed in accordance with Section 63A of the Act of 1984 to carry out the functions therein;
