Output 3. Integrated solid waste management system in Baishan Under this Output, the Project shall (a) construct new municipal solid waste sanitary landfill with a daily capacity of 330 tons per day; (b) construct a 30 tons per day kitchen waste sorting and composting facility; (c) provide 2 construction waste recycling machines; (d) upgrade 15 municipal solid waste transfer stations and 21 recycling collection points; and (e) upgrade municipal solid waste handling equipment, city cleaning vehicles and equipment.

Output 3. “Mechanisms for assuring access to forest resources by community groups and clarity of their tenure, allowing them to contribute to forest industry development and national market and export targets for timber and non-timber forest products, are formally recognized”. The logical framework describes detailed success criteria, indicators and milestones linked to the Impact, Outcome and each of the Outputs2. DFID and the European Commission (EC) have agreed to provide support for Indonesia to implement its VPA making use of the MFP structure. Part of this support is expected to be provided through a joint cooperation and funding arrangement in which responsibility for management of EC funds will be delegated to DFID. The total amount of funding available is about £12.5 million, comprising £10 million from DFID and €3 million (£2.5 million) from the EC. The total covers all DFID and EC support, including the services of a Facilitator and programme support to be engaged by DFID, with the balance of approximately £12 million available for MFP activities. Following the model of MFP2, MFP3 activities will be delivered by a Service Provider, which will manage disbursement of donor funding via a range of grants and contracts so as to ensure efficient and effective delivery of the results foreseen in the Joint Implementation Strategy of the VPA (see Annex 1 for more information). The programme will be governed by a Steering Committee co-chaired by senior officials of DFID and the Ministry of Forestry. Management of MFP will be overseen by two full-time co-directors representing the UK and Indonesia. The UK Co-Director will be the VPA Facilitator engaged by DFID.
