NYA. Not Yet Authorized. The Services for a Phase of the Work that is within the Agreement, but for which the Judicial Council has not yet authorized DBE to perform. NYA Services are intended to be within the scope of the Agreement but shall only be undertaken by the DBE if the Judicial Council authorizes the Phase in which the NYA Services is included.
