non-viable means having no potential for metabolism or multiplication;
Extreme performance coating means coatings designed for harsh exposure or extreme environmental conditions.
Hand or measuring tools means those tools listed in Federal supply classifications 51 and 52, respectively.
Nonseverable means property that cannot be removed after construction or installation without substantial loss of value or damage to the installed property or to the premises where installed.
Tube housing assembly means the tube housing with tube installed. It includes high-voltage and/or filament transformers and other appropriate elements when such are contained within the tube housing.

Permanent Supportive Housing means voluntary, flexible supports to help individuals with psychiatric disabilities choose, get, and keep housing that is decent, safe, affordable, and integrated into the community. Tenants have access to an array of services that help them keep their housing, such as case management, assistance with daily activities, conflict resolution, and crisis response consistent with evidence-based practice standards published by the Substance Abuse and Mental Health Services Administration.
Substantial or essential component means any component necessary for the proper function or performance of a piece of equipment, system, or service.

Moderate means violations that result in negative outcome and actual or potential harm for a resident.
Measurement means metered volumes at a custody transfer meter through a turbine, Coriolis, or such other meter.
Continuous parameter monitoring system (CPMS means all of the equipment necessary to meet the data acquisition and availability requirements of the Prevention of Significant Deterioration program, to monitor process and control device operational parameters (for example, control device secondary voltages and electric currents) and other information (for example, gas flow rate, O2 or CO2 concentrations), and to record average operational parameter value(s) on a continuous basis.
Level of service has the meaning set forth in Section 2.02(c).
Visibility impairment means any humanly perceptible change in visual range, contrast, or coloration from that which would have existed under natural visibility conditions.
Fixed wireless service means a telecommunications service that provides radio communication between fixed points.

An upset does not include noncompliance to the extent caused by operational error, improperly designed treatment facilities, inadequate treatment facilities, lack of preventive maintenance, or careless or improper operation.
Permanent radiographic installation means an enclosed shielded room, cell, or vault, not located at a temporary jobsite, in which radiography is performed.

Sound level meter means an instrument which includes a microphone, amplifier, RMS detector, integrator or time averager, output meter, and weighting networks used to measure sound pressure levels.
Base station means the station as set out in Part-II (SOQ) hereof where the vehicle(s) / equipment shall be permanently based, (i.e. based for minimum period of 10 (Ten) days at a stretch) which may be changed at the discretion of the Company.
911 Service means a universal telephone number which gives the public direct access to the Public Safety Answering Point (“PSAP”).
