If a National Organization has not, within a period of five completed fiscal years after its establishment as a National Organization pursuant to the provisions of Section 3 of this Article III, met the criteria prescribed by these By-laws for admission as a Member and or for continuing status as a National Organisation, the Members’ Assembly, together with representatives of the National Organization, shall analyze the situation and the Members’ Assembly shall determine the appropriate action.
