Local exchange service provider means a vendor engaged in providing telecommunications service between points within an exchange and includes but is not limited to a competitive local exchange service provider and a local exchange carrier.

Local exchange service provider means any commercial mobile radio service provider that has been designated as an eligi- ble telecommunications carrier under s. PSC 160.13, or a telecom- munications utility or any other provider of basic local exchange service or standard business lines and usage.
