job vacancy means a paid post that is newly created, unoccupied, or about to become vacant:

job vacancy means any offer for employment, where a successful applicant, through taking up the vacant post, would enter into an employment relationship that would qualify him/her as a worker for the purposes of Article 45 TFEU;
