Individual library card means a card distributed by the state library that allows a patron to access the library’s collections, reference assistance, and online resources.
Radio frequency identification (RFID means an automatic identification and data capture technology comprising one or more reader/interrogators and one or more radio frequency transponders in which data transfer is achieved by means of suitably modulated inductive or radiating electromagnetic carriers.
City-based manufacturer means a person who: (i) holds any appropriate city license; (ii) is subject to applicable city taxes; and (iii) owns, operates, or leases a manufacturing facility within the city.

Category 4 Data is data that is confidential and requires special handling due to statutes or regulations that require especially strict protection of the data and from which especially serious consequences may arise in the event of any compromise of such data. Water Year means the period commencing with October 1 of 1 year 20 and extending through September 30 of the next; and
