Hourly Billing Rate means, for Contractor’s personnel, the fully burdened hourly billing rates set forth in Exhibit C (Price Sheet) of this Agreement, each of which such billing rates includes an allocated average of direct and indirect costs, overhead, and administrative expenses attributable to each personnel hour worked.
