High explosives definition

High explosives means explosive materials which are characterized by a very high rate of reaction, high pressure devel- opment, and the presence of a detonation wave in the explosion.
High explosives or “HE” means a class of explosives that will detonate when a strong shock from an impact from a boostering explosive is received. The required shock is more than would be required for primary explosives. HE will burn without detonation.
High explosives means any material that will detonate when initiated by a blasting cap and where the chemical reaction proceeds at supersonic velocities and produces high temperature, high-pressure gases and an associated shock wave.
