Heavy civil construction project means a civil engineering project, the predominant features of which are unoccupied infrastructure improvements, including, but not limited to Utility System Construction [distribution lines and related structures for water, sewer, electrical, power, petroleum, gas, power and communications, conveyance, treatment, storage, generation and disposal], Transportation Systems Construction [highways, streets, bridges, airports, tunnels, rail and transit facilities], Land Subdivision [and associated infrastructure improvements], and other Civil Engineering Construction [dams, land drainage, micro tunneling, marine construction and dredging, earth retention systems, park ground and recreational open space, flood control, golf courses, tunneling]. No provision of this chapter pertaining to a Heavy Civil Construction Project shall apply to a project unless the public body procuring the project expressly elects to procure the project as a Heavy Civil Construction Project.
