HCBS Waiver Programs means waiver programs, where Iowa can waive certain Medicaid program requirements, allowing the state to provide care for people who might not otherwise be eligible under Medicaid.   • Annuities purchased by or on behalf of the community spouse after approval of ICP, Institutional Hospice or HCBS Waiver Programs for the applicant spouse are not evaluated for transfer of resources provisions.
