Guatemala. The team in Guatemala launched and concluded phase 1 of the LMA this quarter. To begin the LMA process, Regional M&E Manager Xxxx Xxxxxx Xxxxxxxxx traveled to Guatemala to meet with the local technical team, including Xx. Xxxxxx, Xx. Xxxxxx, and local consultant Xxxxxx Xxxxxx. As task manager of the LMA in all three countries, Xx. Xxxxxxxxx shared initial lessons learned from the LMA in Honduras and coordinated launch activities and meetings between the Guatemala office, the regional office, and the headquarters office in Washington, DC. Over the course of the quarter, the Guatemala team conducted desk research and a quantitative analysis of secondary data, including a market analysis previously conducted by Xxxxxx & Associates. Through this work, the team analyzed the overall economic context and employment trends in Guatemala; briefly reviewed relevant labor and education policies; and selected preliminary broad economic growth sectors. The team generated a stakeholder map and gathered data on exports, foreign direct investment, consumption, GDP, and number of businesses and workers by department and economic sector to include in the competitive matrix analysis in preparation for Phase 2 interviews (completed next quarter). Activity 2: Institutional Landscaping Analysis (XXX) The Program took several steps to prepare for data collection efforts for the XXX in Honduras and Guatemala. First, the local teams, in coordination of the HQ team, developed the terms of reference for an international consultant to conduct the XXX next quarter in Honduras and Guatemala. Staff from both offices began gathering various sources of information related to the national educational context of each country to inform the consultants’ work. Additionally, in preparation for the XXX, the local teams began identifying and outlining key technical degrees within local technical institutions, as well as the key contacts within each institution. In the case of Honduras, the Program worked with the DES to confirm initial information gathered. In addition to this data, the teams in Honduras and Guatemala summarized the methods and techniques these education institutions are implementing to teach competencies to students. In addition to informing the XXX consultant, this work lays the groundwork for future capacity building and sustainability efforts. Guatemala. The Guatemala team developed an instrument to map teacher knowledge and skills. This instrument will be shared with other countries to adapt for the ICA. Jamaica: The Jamaica team conducted a cursory survey or teacher skills for the CCCJ network. This initial analysis will be complimented by the ICA next quarter, adapting tools from Guatemala and Honduras.

Guatemala. The Program did not directly deploy Student Surveys this quarter, yet still received responses from 33 students of whom 28 were considered disadvantaged. An analysis of the survey results from May 2021 through to October 2021 found that 94% of student respondents were classified as disadvantaged. More women (97%) than men (90%) fell into this category and 50% of students classified as disadvantaged lived in rural areas, and about 45% of students identified themselves as indigenous. About 49% of all respondents stated that they were currently working at the time they completed the survey. Also, around 42% of surveyed students envisioned themselves as becoming entrepreneurs, 24% said they wished to continue studying and 27% believed that they would look for a job once they finished their current studies.

Guatemala. The Advance Program participated in the event "How to improve linkages between formal education and education for work and higher education?", which was hosted by the Foundation for the Development of Guatemala (FUNDESA) and the Private Council of Competitiveness (CPC). The event featured the release of the third edition of the “Talent Gap Study,” and a panel of experts discussed gaps between the labor market and education institutions. The Guatemala Country Program Director participated on the panel, which referenced many of the findings from the Guatemala Labor Market Assessment conducted by Advance.
Guatemala. As described above in Result 1, Activity 1 and IR 1.1, Activity 2, the Program engaged private sector stakeholders together with representatives from UPANA and USAC to validate curriculum (in the case of UPANA) and strengthen connections to the Fruit Production degree program (USAC). These meetings are key activities in the private sector stakeholder strategy in Guatemala. Jamaica: The Program developed a draft private sector stakeholder strategy with input from representatives from the private sector, government and nongovernmental organizations. The draft strategy shows that the work of Advance is aligned with priorities of the government, particularly related to youth employment and training outcomes. There is also an opportunity for private sector entities to enhance their corporate social responsibility practices with the inclusion of on-the job training opportunities, participation in on-campus seminars and other labor-bridging activities. Activity 4: To strengthen the capacity of the offices of career services and the professional orientation of the suppliers, contractors, and human resource specialists (part of ICA and CBS) Honduras: As mentioned above in IR 1.1 Activity 2, the Program held a workshop for representatives from UCENM and human resources supervisors and clinical laboratory professionals from potential employers of graduates from the Clinical Laboratory degree program. In this workshop, participants developed a deeper understanding of the skills and competencies that graduates must have upon completing the clinical laboratory program, which will help them to adjust their practices for the recruitment, selection, hiring, and orientation of future laboratory technicians.
