Fully Accessible means, within accessibility laws and codes, that a dwelling unit is designed and constructed to provide accessibility for wheelchair users throughout the unit.

The District and VMP shall ensure that a minimum of 15% of the dwelling units (and no fewer than one) are designed and constructed according to Universal Design standards, specifically ICC/ANSI A117.1, Type A, Fully Accessible guidelines.
