formal authority definition
formal authority means a land use right that may be obtained by way of applying for authority from the Municipality and is specified as such in the land use scheme;
formal authority of the Council shall mean the granting of an application in terms of this Scheme after compliance with a procedure prescribed by Council and in accordance with the provisions of this Scheme.
