Excavated means removed from the earth by scraping or digging a hole or cavity in the earth’s surface or other- wise removed from the earth’s surface.

  • Excavated material shall be stocked in such locations that it does not obstruct vision on the traveled portion of the road and in such a manner that it will interfere as little as possible with the flow of traffic.
